I believe that increasing TTK and making sense of target lock as part of infotech are important goals of Re Balance, and many players desire these improvements as well.
PGI's decision to make target lock useful through lasers nerf is very doubtful. I also strongly dislike structure buffs quirks from Public Test Phase 1 since these giant lists of quirks were very uninformative and it was hard to notice any order in them.

I've got some suggestions about possible way of mentioned aspects.

1. Introduce «structure strength» stat depicting mech's structure HP relatively to max armor. For example it's now 50% for all 'mechs. Instead of giving 'mechs tons of quirks for each location it's better (and more understandable for players) just increasing/decreasing 'mech's structure strength. And then values for some particular locations that are important for some particular 'mechs can be tweaked with quirks.

2. I also think that generally this value should get bigger for most of 'mechs.

3. Decrease (remove?) critical chances for non-locked targets, increase it for locked targets. Increase equipment hitpoints (maybe higher than in current public test session). BTW I like your decision of increasing equipment hp.

4. More stages of target info gathering. Like getting exact locations of weapons, number of heatsnks, heat level (in heat vision mode only?), type of engine... Maybe some of that data should be available only when using command console, targeting computers, active probes, NARC, TAG. Maybe these devices should just increase info gathering speed.

As a result: 'mechs are harder just to kill stupidly, but longer you scan 'em and more infotech equipment you have, more opportunities you have to disarm them.

P. S. Maybe target lock should also provide some protection against locked mech? Like buffs to AMS against target's missiles or warning about charged gauss.

P. P. S. Modules should be involved in informational warfare as well but the current state of modules system is completely inappropriate. I agree with this guy:
