To be honest they need to remove all chat and the ability to spectate for just this reason. So much garbage removed instantly since we cant have nice things.
All rules systems in games are overly broad, it avoids people trying to edge the rules for gain or amusement. It does result on people reporting based on feels (which happens with everything) but the only feelings you have to worry about are PGIs/whoever has the big red ban button. Everyone else is entitled to an opinion that's worth exactly nothing.

Also consider that the game has plenty of ways of giving them that same feedback, and that your additional feedback may not be necessary for them to know that they aren't that great at the game. So that whilst it may not be your intent the perception of your commentary on others playing could well be seen as being more about you than about them.

Yes. Though in RL I have more time to elaborate. It helps all the time.
The biggest problem I see with people is, that noone is direct enough to say how it is. Noone steps up and does what others evade because they don't like it. In meetings or lessons most keep quiet because they don't care. They just adapt and never excel. Tell them so, show them and there is a chance it changes.
In game I don't have time for that, so this has to be enough.

I do agree but what are the chances of someones feels to get someone introuble with PGI?

Plus if non-participation is reportable, how can 90% of the entire playerbase be reported? Because the vast majority of players in solo Q at least, just passively stand...waiting for the next guy to do something so they are not first to get shot at.

This is unacceptable. I can see why people report for voipabuse as it is a tactical means and disruptive but chat is too delayed for such. And you can turn it off all together.

I take myself the right to say what I think and no company keeps from doing so. Some internet strangers with sticks as spines (that reaches to and was inserted through their butts) won't keep me from doing so. And to add to this, that was more or less pregame, in the first minutes when everyone looks for a good position and nothing happens. Hell I just go a match where people talked about makin some taccos from bananas or so...
Aaand it's all chat, that you have to turn on by hand.

I suggest creating a support ticket to force the issue with GM_Patience with regard to you greeting another player. Even GM's need to be reminded from time to time what is acceptable and what is not.
