ComStar is currently manipulating the mass media and malcontents of a number of worlds in order to facilitate each faction having an opportunity to claim a planet each. What the rest of us don't know is that it's all really a sinister WoB plot to bleed all the factions militaries dry so they can come swooping in, oust ComStar and rule galaxy as father and son.

Not all the factions are active enough to pull most of that off. If this was 2-3 months ago, the, Steiner, Jade, Wolf, FRR corridor should be pretty obvious to PGI as the last vestige of a hotspot. AFAIK it still is but I have not been playing CW actively for several weeks.

Even a simple "both factions" in the contest fight against each other for a prize is better than "one side's incentive".
Generating a population... specifically an aggressor/attacker to play CW does't offset the need to have a reason for the defenders to show up.. in other words.. ghost drops to annoy people from playing CW?
The only time it would work is if it were against an "active" CW population (usually Wolf/Mercstar or Falcon), but this also gives little incentive for them to increase in population (so CW is active for a random day, then back to meh/nada).
It doesn't matter... PGI didn't bother designing or investing in CW and we're now only "hoping" Phase 3 fixes various issues that plagues it. Good luck with that.
