You are assuming awful lot. The version of 4-limit we had was specifically ONE group + 8-10 pugs vs ONE group + 8-10 pugs. Forced because of 3/3/3/3 rule. As seen back then this was really not balanced all the times, however during this era I had the most fun matches on MWO. What I suggest is groups of 2-4 match each other, 2-3 groups vs 2-3 groups equal amount and pugs of the same tier used as fillers, mostly T1s because they should have the skillset to work in a group environment. If you have 3 groups of 4 fighting other 3 groups of 4 naturally there wouldn't be any pugs there and the groups would be fighting groups. Using PSR matchmaking naturally. However if one of those groups is a 3-man it would grab a T1 pug from the queue as a filler. Maybe it works, maybe it doesn't, I dunno. I value short search time. Or perhaps add this as an option to a solo player to queue in the groups, that way it wouldn't take away the option to drop full solo if you wish to do so.

Seriously, 1st tier problems up in here.
The way PSR is designed it is impossible to drop full tier from T1 max unless you continuously violate CoC for 100 matches or so and I really don't want to get myself banned.
