Reporting accounts gives these lil drama queens exactly what they want: attention and drama.

You guessed it: next account.
If such people are bent on causing collateral/drama, they will find a way. Always. It doesn't pay to underestimate their ability or drive. Rather accept that they exist and are rather predictable. Whatever hurts/annoys their team is the way to go. It is possible to minimize their potential amount of team damage to a single FF incident per match (i.e. selective FF immunity). And that works without kicking them from the game or kill their account, against which they are largely immune to because neither specific IP addresses nor IP ranges can be banned. That's where technology is working against us.
