We had pts 1.

we had pts 2.

we have pts 3 now.

so when will pgi drop the hammer and combine all pts changes into one big patch? And do we see pts 4 with those Changes combined, before a patch with all the stuff goes live?

whenever they feel its done, i.e. whenever they compile a list of solid changes for paul to eviscerate and fill with his arbitrary ******** before forcing the quivering mass of dark game design on us and claiming he had to make some changes because he's a "professional with industry experience".

TLDR, whenever they feel its done, but paul will **** it up before release mark my words.

Hopefully a long long time from now, so far I've seen nothing that will mitigate removing quirks.

My prediction is that faction balance will be worse off, because clan tech, and the game will have lost its niche personality mechs (strongly quirked, but somehow recognizable and charming to me... actually worth getting and playing just to try something different).

I fear it will be less fun and less balanced.

I'd love to be wrong.

Per the town hall, Russ stated that they wanted to do a couple of PTS runs in November. If you look at the grand scheme of things, I would anticipate the rebalance to hit the first week of December and the Steam release around the 15th. From a business stand point, I would think this makes the most sense. I would imagine that they want the rebalance out before the Steam release and the second week of December is a prime time to do a Steam release. That's just my opinion though.
