New Player Sniper Builds ?

Jenners aren't the best for sniping. Huge CT makes them really easy to countersnipe, and they don't have the range/heat quirks to effectively use ER Large Lasers, PPCs or ER PPCs.
Try RVN-4X if you want a mobile light sniper. +30% range on energy weapons, and -30% beam duration for all lasers. It can also have jumpjets.

for a fast mobile sniper the Jenner will work allowing 2 ERLL, but as it has the huge CT that is less than ideal, many people do snipe with a Raven and 2 ERLL, the 4X is the only Raven able to mount those with Jumpjets.
if you are prepared to go a bit slower the Shadow Cat is a Clan Omnimech designed to carry a Gauss Rifle its prime variant comes with a Gauss rifle (the best Sniper Weapon in the game) and 2 ER medium Lasers, but can only do a max of about 116 as opposed to the 151 of the Jenner, the Shadow Cat will cost you about 10 million

the Shadow Hawk is another fairly fast sniper Mech, most variants have a cockpit level ballistic mount for a Gauss Rifle, and can move at up-to 116kph depending on what engine you use, the starting price is about 4.5 million but after upgrades it will cost at least 10 million

When it comes the situation where we need to have a lock to do any actual damage on the enemy, how will that work for snipers?
Either they will have to have a friendly lock the enemy so they can also lock it, or they need to be in radar range to be able to do damage.
Am I seeing this correctly?

I'd second the recommendation for Raven. What's great about that is that there's a trial Raven RVN-3L which basically has a sniper loadout. Two high-mounted ERLL, good mobility to get around, and ECM to make you a small target. Costs nothing, so why not try how that one feels?
I'd also recommend the suggestion for Shadow Hawk (but I'm biased because I'm a huge Shadow Hawk fanboy). They have decent speed and jump jets to get into positions, and can pack mean long-distance punch on the left shoulder.
I have a couple of videos of Shadow Hawk sniper builds up, so I'm shamelessly linking them below. First has 3xERLL, the second a Gauss Rifle. The Gauss build is a kind of a hard mode compared to ERLL -- takes a lot more practice to target well. But the gauss rifle is IMO the quintessential sniper weapon, because it makes you much more difficult to detect (ERLL: "shoot where that beam comes from!", Gauss: "*CLANG* Where the HELL did that come from?!").

Jenner is not very good for sniping or long range engagements at all. I am not very familiar with the chassis, so I cannot give much help
The trial Raven is a much better 'sniper' and in the same weight class. I think you would like it (just look under trial mechs)

Let me give you some of my conclusions if you don't mind :]
It will be a bit more difficult to do a lot of damage while sniping with lasers, but I recon at least the light ones will still be able to perform well.
Firstly, big mechs, typical targets for mobile snipers, will be in general easier to lock on, while light mechs, like the raven, will have boosts to locking range.
Secondly, the "ghost damage" penalty, while significant, is grossly exaggerated by many. Max range remains the same with or withot a lock, and difference between damage at nominal optimal range for IS lasers when locked and not locked is only abot 30%, and diminish as the range extends. So in worst possible situation (being exactly at max optimal range for lock, but without the lock) you'll need 3 shots to do the damage you do with 2 shots when the target is locked. At any other range the differece is much smaller or nonexistent. Please note that unlocked lasers have basically max range of 3x optimal range, so the damage fallof is not that terrible.
Also, while you may be forced to close down to do more damage, enemy lasers will also be less efficient in damaging you (try to get a lock on a mobile sniper!) There are still lurms, ballistics, PPCs and gauss to worry about, but good cover and relocation can mostly protect you from those.
All in all, light snipers will still have mobility and (usually) ranga advantage, while bigger snipers (remember less mobility bonuses from skills!) should think about switching to ppcs/gauss, because lasers may require them to stay out of cover for too long not to get hit.
This is how I predict it will look like if all the PTS changes go live. I may be right, partly right, or not right at all

I've seen a lot of new players say they are 'snipers' but to be a 'sniper' you need to be able to hit what your aiming at.
My suggestion is that a new player doesnt snipe as it will not help you progess and improve as much as working as a team and sharing some armour, learning to tank as a primary target etc.
If you want to completely ignore me: As a well known light pilot, I generally use either the Raven or the Panther for sniping, panther takes a bit more practice though, so as a new player, definitely the raven for long range fighting (ignoring quirks) just as most others said.
I dont personally consider ERLL's sniping, PPC's and Gauss are sniping

My own variation -- caters more to my taste in speed-range.
You can also drop lasers in favor of other weapons. I'm often known to swap them for small pulse. The PPC can be substituted with an "ER Large Laser" or two as well.
The two parts of the Jenner Video are out of order (see end first, then beginning), and even then it's after the small Jagermech clip. Still it gives an idea of how the design works.
