Generally speaking multiple accounts are permitted. And many Admirals use this.

I bet it lets some of the big dogs go slumming for a game without the hassle of fame. ;)

I just use my main. I have in the past done multiple accounts on other free 2 play games and it brings me to a simple realization: I'd be spending almost twice as much money...and doing twice as much grind. I did it so that I could have a male and female character in that shooter and be able to take note on whether or not gender mattered...and in fact it did. Males were bigger and thus easier to hit, however they seemed to resist damage better. Females seemed to move faster and being slender made them difficult to hit, though when hit they just couldn't tank as well even with the same gear....thus leading me to wind up keeping both accounts going.

Here, there are no distinctions and for me, no actual reason.
