Laser need to charge up, like the Gauss, too adjust the Laser Focus on the current shown Crosshair Distance

Laser Focus = LF

For example Clan Large Pulse Laser starts with 600 LF

If you aim at a Mech that is not locked at 400 you can shot the Laser instantly, with a tip to the Fire Button, Laser does ~60% Damage

If you hold down the Fire Button LF changes gradually from 600 to 400 in ~1.0 seconds, let go of the Fire Button and Laser does 100% Damage

If you let go of the Fire Button early for example at 500 LF Laser does ~80% Damage

If you aim a Mech that is not locked at 780 you can adjust Laser to 780 LF to do ~50% Damage

LF stays at the last adjusted Range, but never above Long Range

If you get a Lock on a Target LF automatically adjust the Range gradually, even if the Range changes or is above Long Range

You can adjust the Range by aiming at a Wall, holding the Fire Button longer than ~4 seconds wont fire Laser if you let go of the Button

Damage never goes below ~20% at Long Range

The ~ values are provisionally

Game already has too many weapons with chargeup.

If anything they need to remove chargeup from Gauss. Not add more weapons with chargeup.
