It's the same thing as Gargoyle having +400% torso twist speed. It's just a typo.

Do you people not watch the Town Halls, ever? It was stated that these PTS sessions will NOT be implemented in the live server, they will continue UNTIL THE GAME IS BALANCED. Meaning none of this will be suddenly implemented into the live server until the entire series of PTS sessions, which have no predetermined end, are finished and the game is finally balanced to an acceptable state.
It was even stated they focused mostly on content release since the split with IGP and what we've been getting have basically been quick fixes to mitigate the problems.
As for the video? I laughed my ass off and this isn't the first PTS in the session to see some random value(s) somewhere that aren't inline with the rest of the session. I believe there was a pretty overpowered one in the first or second PTS?
