can that be considered a tank?

Hmm, if yes, then this tank might need more than a Lyran Scouting Unit to take out.

It looks cool, but something in my head says its a big fat target. Would be interesting to see how a battle between a warship and that mobile fortress would go. I just dont see that thing move very fast and agile to do some evasive maneuvers, while the warship has the space and drive to do that.

Been said before but one other reason to still build tanks is so i can step on em and feel like a badass!! :)
i kid i kid
the real reason is a combination of lost technology not always having mechs to meet the demands for dakka and lesser nation states trying to achieve parity with their bigger neighbors.
example:
a world controlled by a small government that only can produce a limited number of light and medium mechs is in danger of absorption by a larger state that can field heavy and assault mech
kinda crappy solution?
a tank with AC/20s that can be easily produced to even the scales a smidge
for example think the map river city and the warren of wrecked buildings enemy Atlas stomps around chasing an allied Shadowhawk. a Demolisher tank (carries 2 AC20s and is cheaper than a Jagermech and certainly cheaper than the Atlas) turns a corner behind the atlas and cores it. the underdogs salvage said Atlas(if they can get the parts) and use it for their own. 1st to 4th sucession war in a nutshell.

Let's see, you can usually buy several tanks for the cost of a battlemech of similar tonnage, they aren't as difficult to hide on a battlefield either, and If you think of warfare in the BT universe in a realistic manner, you can also assume there are certain roles that just aren't practical for battlemechs to perform, and that no house can afford to field an army of exclusively mechs, especially with the loss of technology needed to build them. It's like the old question of why we need soldiers in an age where everything can be bombed from the sky, the answer is that bombers can't hold ground, nor can they do door-to-door sweeps for hi-value targets that need to be taken alive.

Why do they build tanks?

BECAUSE I NEED THINGS TO STOMP ON.

Mechs cannot use internal combustion engines, but vehicles can.

My CattleMaster disagrees with you. ;)

EDIT: Right so it turns out I can't check post dates and some newbie brought this one back from the grave. Let this be a lesson to us all. :P
