Perhaps you should give scouts a module slot that no other mech has that allows them to carry scouting / information warfare modules:

1. an expendable that lays on the ground and provides remote seismic data;
2. an expendable that launches a uav when it detects movement;
3. an expendable that lays down smoke, or IR absorbing smoke, or UV absorbing smoke;
4. a uav that flies a racetrack pattern for a short time;
5. an expendable ecm pod that lays on the ground

I'm sure the community could come up with others.
