Laser Duration: Implication

Simple questions:

Laser weapon, unlike PPCs or AC, take a certain amount of time to deal damage. Is cooldown for lasers the time between the start of two shoots, or the time between the end of the first shoot and the beginning of the second? In other words: if two lasers have same cooldown but one has lower duration, does it mean its DPS is higher? I think this is the case when comparing pulse with ER but wanted to confirm this.

A second question: does the "longer duration" laser weapon quirk have any effect on heat generation? I mean, if it shoots for 10% longer, does it heat 10% more? I guess no, but again, wanted to confirm this.

yes the cooldown is measured from the end of discharge, so lasers with a shorter discharge are ready again faster than those with a longer discharge and the same cooldown

edit:
as for heat, the heat from a laser is applied over its duration, on the whole longer duration weapons are hotter (exception pulse lasers) but that is because the bigger weapons dealing more damage at longer range tend to have longer duration,
your heatsinks start working instantly so if 2 weapons have the same heat and one has a longer duration they will both apply the same heat but your Mech will be cooler on end of discharge of the longer duration weapon as compared to end of discharge of the shorter duration weapon because the heatsinks have had more time to sink that heat

Smurfy's weapons lab feature can calculate your exact DPS for you, so it's a very convenient tool in that regard.
