I feel the actual problem with pilot skills is, that they are just buffs to unlock and are the same for all mechs. You would hope, that a pilot can specialize on something and must make a choice, possibly even specialising on a single chassis. If you want to specialize on multiple chassis you would create a new pilot / character.
