Locking the votes will force players to think more about the map choice.
Locking the votes will also reduce network traffic (only one vote per player).
That's both good things imho.

I'll still vote for TT whenever it shows up.

What they need to do is fix it where people can opt out of the map because of how many times I seen players disconnect from a mode because they hate the map or the mode itself.

I granted will never leave my team short one man because I hate a map/s(modes are fine) but I have seen way to many who will and it is better to weed them out first to prevent the team being one or more players short.
