LRM boats aren't exactly useless. I've seen IS premades use LRM boats to great effect in CW. They can be very powerful if the group is coordinated.
However, they do indeed suck if you drop solo in a PUG. I tried bringing a LRM boat for a few rounds in this event. It was almost always the worst performer in my deck.

This is a really, really complex and expensive solution to a problem that can be solved in much easier and cheaper ways.
Use the existing PSR system, limit the number of active planets severely. Separate Tier 4 and Tier 5 from Tier 1-3, with the only exception being 12-man groups (because you can assume those will have drop commanders who can lead the Tier 4-5 players).
Let the Tier 4-5 players figure things out for themselves by playing each other. The idea that every new player has to learn the meta (e.g. "No LRM boats") is something I find very unappealing and pointless. Just let low tier players figure it out for themselves.
Hell, maybe not every Tier 4 and Tier 5 players has ambitions of learning how to participate in CW the "proper" way, with laserboats and airstrikes. Maybe they don't want to learn the accepted strategies used by higher tier players. It's the same as the public matches. Not every Tier 4 player has ambitions of becoming a Tier 1 player and playing the game like most Tier 1 players do.
I like the idea of putting all Tier 4-5 players in the same queue, over something like an Academy world, unless they can join a 12-man unit to participate in the real CW. This is a very good idea for many reasons. Most importantly, it's a good introduction to CW because it lowers the chance of a 48-0 roflstomp and it lowers the chances of new player having to wait 60 minutes for their first ever CW match.

We need in firts palce a global chat and not this faction chat visible only on the CW tab.
Thsiw ay people cna make public annucnements about looking for newbies to teach. But without this newbies will never have a static channel where to ask for help or see people trying to help them. And when a drop happens there is no time for explaining all these basics.
Further the privte lobby should not require premium so that a few newbies with or without some kind of mentor have a place to train egainst each other and test stuff. The current academy itself does still not deliver this.

Here's the problem with it though..
People will simply SKIP IT.
People want "instant action", and if there's a mode that lets you play, but you don't get all the regular rewards, than they will simply ignore this.
I mean most people don't even check-out the Training Academy challenges. They barely just do basic training and go straight for the nearest dropship as if they are veterans..
Don't get me wrong.. your idea would probably be GREAT for units training their green troops, but as far as regular new pugs or the anticipated steam-players, (Stoobs/Foggers), trust me.. they will probably simply just play regular CW.
Unless you lock them out of it until they achieve a certain match score in a game, or a certain number of loyalty points or something..
And that would be no better than locking CW out for less that T3 players...
Ultimately, it would be BAD for CW as a mode, since it would be even less populated than it is now. Keep in mind that unless there's an event on, CW is very sparsely populated..
In my humble opinion, PGI MUST add tutorials on ALL THE GAME MODES to the Basic Training. Including CW.

To be fair, there are inexperienced players on both sides, not just I.S.
If CW is supposed to be end game content, then I would suggest that there be a tier requirement to solo dropping in CW. Yes, rookie pilots can partake in the event, but they would HAVE to be part of a premade group. Then at least they would have a small sense of team play.

I just dropped in a CW match with a guy who didn't even know what a UAV was. He was completely oblivious what this extremely powerful, game-changing item did, or how to use it. This is completely unacceptable.
And of course, until they are not allowed to play with you and your ilk, you took 30 seconds to explain to him exactly what that "extremely powerful, game-changing item did" so he would know next time out? Right...right?

Well if 12 New players are having issues with 12 Vets, then why would 4 New players be any better off against 4 Vets?
Unless, that 4v4 is a non-Pug based game mode.... (oh and the music just stopped, grab a chair quick) LOL!
