Well yes, because in Lore clan mechs could easily destroy IS mechs on a 2 or 3 to 1 basis. Who hires mercs when you can get away with that kind of glorious slaughter.
In Lore the IS needed as many bodies as were willing to be flung at the Clan invaders to stem the tide. Doing their fancy best to be like the Chinese at Chosin Resevoir during Korea, or the Russians at Stalingrad. Knowing that the other side simply wouldn't have the necessary number of bullets and exhaustion would eventually wear them down.
PGI has at their disposal the ability to do math( they refuse to do it correctly and refuse to think outside the box) And since 5 v 8 is the lore Basis for easy mode on the Clans, and PGIs staunch decision to say NO the matchmaker won't do anything but 12 v 12 as we suck at math harder than 1+1 = 2... though 2.9% = 25% and so on.
PGI COULD allow IS mech pilots to be awarded 1.6 mechs per IS mech on their side, and have a reserve pool IS pilots only could pull from on EVERY game. This would be above and beyond the initial 12 or 48. This pool would have 'earned allowances' in that the pilot would need to do say (200 damage) or earn 100 match score some other way. Why? So that you can't get Leeeeeroy Jenkins'd to a waster of respawns.
This would require that the clan mechs get restored to full power. And then you could have games with scores of 19-10 etc. And you might even have games going to the full timer, while the zergling side attempts to do enough to win...
But NOOOOOO.... This is too complicated for PGI to attempt. Please tweet this idea to RUSS so that he can start thinking outside the box and they can give up their idiocy of attempting to make the 2 sides equal through weapon systems (they weren't, the can't be and there is no progression to the cooler IS tech if you do so).
Essentially 2 IS mechs earn an extra earned respawn.
Total earnable is 7 for a team of 12.
