In the devblogs and/or in forum posts, the devs have outlined a three layer design for the strategic map-metagame. Merc units will fight to control one class of planets (periphery type planets IIRC), faction players will right over faction class planets, and lastly untouchable core worlds (dev controlled). If I am interpreting this correctly, this implies that unlike GEnie MPBT, a House cannot be wiped off the map forcing a reset of the map. There will always be a protected zone to launch attacks from.
What I am completely unclear on is whether there will be a faction chain of command with senior positions held by players, or a kind of overall well meaning anarchy with only Unit COs/Lance Leaders, etc.
