I don't know exactly, why you change the STD-HS...almost noone uses them and this slight change won't make a difference in that fact.
And I don't know what you expect from the change to the IS-DHS...
...but the change you did to Clan-DHS is good one imo...it can make high-energy-alphas really hard (especially with heat-penalty in mind) and instead forces you to chain-fire (by function or manually) your weapons and thereby prevent one-shot-kills. I just don't know, why you do that only to the Clans...I mean...not that I like clanners, really not...but that seems pretty unfair.

I'd even go one Step further and say: Just put all DHS (so Clan and IS, in or outside the engine) to heat-capacity=1(or maybe even less) and cooling-rate=0,2. That would reflect their function from TT.

At the Moment, the DHS in the Engine with heat-capacity=2 and cooling-rate=0,2, are in fact Quad-HS. They can "buffer" double the heat of a single-hs and cool down at the double rate of a single-hs. And the other DHS outside the engine have heat-capacity=1.4 and cooling-rate=0,14...well the sqare-root of 2 is about 1.44...I don't think that's a coincidence, is it?!

With the change to heat-capacity=1(or maybe even less) and cooling-rate=0,2, you would make high-alpha-boats real hard to play...and maybe, you could even remove the heat-penalty...wouldn't that be worth a test on PTS?

And btw.: After that, the single-hs would have the same heat-capacity, only at slower cooling-rate...that would make them worth a thougt, especially on Ballistic-builds, where slots are mor a problem than heat...
And it would allow dakka-builds (multiple AC/2s), because they don't do much heat at once, but over the time, which wouldn't be a big problem with a cooling-rate of 0.2...
