No, it has to download the game via steam and you will no longer use the launcher, you will use steam.

Steam wants your game files in the steam library. Probably possible to cancel the download and just copy the files manually to the steam library. The only thing that actually doesn't need to be moved/redownloaded are the config files for your game settings.

If you have problems downloading, you can always restart the Steam client and it will continue where it last stopped.
If you normally have problems running the game normally (especially with more recent patches) and the MWO Repair Tool doesn't seem to solve the problem, the Steam client may be better (you don't have to use PGI's provided tools and use Steam's repairing function).

i just migrated to steam without a big download. Here is what i did:
before all else just delete the started download over steam it's not needed, but Keep the old Mechwarrior folder just in case you screw up so you can start over.
1. Close Steam
2. navigate to Steam/steamapps/common
3. Grab your MWO installation from it's folder (just Take the MechWarrior Online Folder as a whole not the other folder located there)
3. Copy it over ito your Common Steamapps folder
4. Restart Steam
5. Navigate to the MWO Steam Page and start the install.
6. it should now verify the Game files ans start just a small download.
7.???
8. Profit
