The Phoenix Hawk and Commando can do decent rear armor damage with their Large Lasers (or PPC if applicable) and they have the mobility to get behind the enemy if the hostiles focus on the Hunchback. If the enemy chases the PHX and COM the HBK can get in close enough to wreck something. If the enemy just picks 2 mechs, 1 is free to plink rear armor if they spread out. Much more effective if there is cover.

Under Solaris rules machine guns are practically broken for effectiveness per ton and provides a means of actually using all that machine gun ammo. Add to it that the FLE-15 actually has respectable firepower for it's size then compound it with swarm tactics to overcome it's paper armor and you'll have something terrifying.
Also, the possibility of crotch mounted flamers. IT BURNS!
Now, if we were going by C-Bill cost to field, then it would be Urbanmechs.
