Lets take a stroll down Highlander lane and gaze upon 90 tons of hurt lined so neatly in their cradle; now we take a turn to 733P boulevard and as we take a walk we notice something is amiss, things seem...strange...
Like a scene from a bad movie; a character saying his/her lines out of place and the context is lost and you ask yourself "Why and how could somebody make such a blunder?".
Quirks where quirks should not be, on a frame for which there is no tools to use them leaves me vexed and to wonder "Why PGI, why...and how even?".

Even if they assigned the 5% gauss cooldown quirk to a mech with ballistic hardpoint:
Arguably the most worthless quirk in the entire game, on what is arguably the worst assault mech in the entire game. I'd rather have a 5% range bonus for flamers on my Catapult C1.
Screw that quirk.

I'll take that 5% gauss cooldown if you're not going to eat it...

Five plain Gauss cool downs, one with Chilli sauce please..
*face palms* finally proof that when it comes to quirks they put piece of paper with the quirks on a wall then throw darts at the wall blindfold

LoL, the quirk isn't JUST 5% gauss cooldown - the chassis comes with 10% ballistic cooldown, which stacks.
The quirks basically for the mech say, if you bring ballistics, they're 10% faster, if you bring a gauss it's 15% faster.

If PGI gave the Highlander a 25% cool down for the gauss... THEN they would have my attention. Otherwise..... F the gauss.
In the meantime I'll keep using the AC10, triple LL, and triple SRM6 on my -732 (with cool down mod for AC10 and range mod for SRM6). It works well enough in mid to close range situations.
I think the Highlander is an afterthought for PGI. Even with the quirk re-balance, the Highlander needs some TLC.
