Hey there. The Mauler is part of a MechPackage.
New releasing 'Mechs appear as these packages. You can only get them with real money for some time, after that they get released ingame for CBills.

The FAQ says this to the question when it will be released for CBills:
Mauler: January 5th for MC and February 2nd for C-Bills
