I'm sure this is something ******** that I've missed from being away for six months, but I started playing again yesterday and I've noticed that when I'm piloting my CB the arms don't move freely despite armlock being disabled in this menu. Halp!

By "CB" I assume you mean "Cauldron Born" which is a mech that by its design cannot mount lower arm actuators. There are many other mechs like this, such as the Shadow Cat, Jenner, Cicada, Raven, Locust, Blackjack, Rifleman, Jagermech, King Crab, Dire Wolf, and Stalker.
