1. Thermal vision impaired on ice/snow maps especially if there is a blizzard

2. deployable decoys for scout mechs to make them more usable.

3. The option to take closerange aim/lock disruptors instead of missile defence,
again usable for scoutmechs for the reason stated above.

4. The option to arm Energy or ballistic weapons for some hardpoints

1) thermal vision is designed to help in the situation. having cold weather interfere with it makes no sense and eleimates the overall point of it.
2) That might happen.
3) I don't think there is anythign exactly like this, but there are Active Probes, ECM suites and targeting computers that might help
4) that sounds like clanner talk to me...

Though I see where you come from on the "Clanner" talk, some mechs, if not all, have at least one design that doesn't carry the traditional setup. Swayback, Catapult K, and several Charger variants come to mind. Just food for thought.

exactly.

We don;t need hybrid/omnimounts. That whole set up is one of the ways the clans showed dominance and technological strength over the IS.
Right now, we fight with what we have. And what we have already looks pretty great.

Thermal vision would be impared in high temperature environments, not cold. Infrared radiation is more prevalent when temperatures are higher. Thermal vision actually detects hot objects better in cold environments because it clearly stands out compared to the low ir radiation of the background.
