What are the current ranges for disrupt and counter for ECM? I've read that the disrupt umbrella is only 90m now, but counter seems to be more like 360m as any time I get anywhere near an enemy, my ECM is countered.

It says that the radius for the protective range was decreased from 180m to 90m. It does not state anything about the range to disrupt enemy ECMs.

PGI is experimenting with removing the "Cloak" from ECM. Though for now they think this works. It's still taking virtually nothing from the lore of ECM (short of disabling Artemis accuracy unless countered, which LRMs can only home when it is countered so even that doesn't work right) and using its own made up gimmick.
I don't think they'll seriously even consider tinkering with it until the "Information Warfare" pass.

Counter-ECM can be accomplished (and will show up on your HUD) in a few ways...
1.) An enemy ECM in COUNTER mode
2.) Hit by PPC/ERPPC fire
3.) Enemy Active Probe within the established Counter-ECM range
Other ways that won't show up on HUD, but still work...
4.) Enemy UAV within range (varies by employing pilot's skills, type of UAV module)
5.) Designated by an enemy TAG
But yeah, the first three ALL show up on HUD with the crossed-out ECM on the right side. It MAY be an ECM in COUNTER, but the others are also possible. I'm sure you'd know if you were hit by a PPC. If it's not enemy ECM (and I'd like to think that the COUNTER range was nerfed along with the DISRUPT range, but we simply don't KNOW), then it's most likely an enemy Active Probe.
I took a break for a LONG while, and came back. Before I left, Beagle Active Probe counter-ECM did NOT show up on the ECM mech's HUD. When I came back, it did. I didn't realize this right away. Had that happen once, where the ONLY enemy mech within 500m of mine was a CDA-X5, which was not an ECM-capable variant. Seeing the X5 and the ECM-countered HUD icon, I asked my fellow players if the X5 got ECM capability in the meantime. It took a while to realize what I was seeing.

And Narc beacons. Been running around with my Jenner IIC's narcing everybody. It shuts down ecm too.

I wasn't sure. The tip on the loading screen makes it sound as if that's not the case, but I thought NARC would. Nonetheless, figured I'd wait for someone more confident to add that.

While I know that a lot of things will cancel out ECM, I'm really only concerned with the counter range right now. I am getting the ECM countered indication in the HUD, but definitely outside of 90m from an enemy. There is a way to check this, just have two ECM mechs drop in a private match and see how close they get before the ECM is countered.

AGAIN, though, at least Active Probe will ALSO give you that EXACT SAME indication on your HUD, and its counter-ECM range is considerably farther than 90m.
And yeah, dropping a couple mechs in a private match may be the best, and perhaps ONLY, way to measure that. (It would be nice if we had that variety in Testing Grounds, or if even TAG and NARC indicated properly in there, but that's a whole other rant.)
THAT said, if you look me up after 2:30pm Eastern US today, I'd be happy to help you test it out with Guardian and Clan ECM, Beagle and Clan Active Probe, NARC, TAG, etc. FOR SCIENCE!
