Recommend IS and probably best picks would be the active clan front either FRR or Steiner.

Definitely. You want to be fighting against Clans as IS. As a Clan player who generally plays community warfare against Inner Sphere, I can tell you that playing against the Clans instead is like Christmas morning, every single time. In fact, I didn't have a great day today but just thinking about my last game versus Clans makes me feel warm and fuzzy inside.
When you go from playing against IS to playing against Clans, you will realize that Clans are overpowered and that in the span of time separating your previous game (versus Inner Sphere) from the current game against Clans, your skill level has increased exponentially.

Play any other faction other than Clan Jade Falcon. Then when you feel good enough, join the Clan Jade Falcon.

Look at unit first, faction second. The people you will be playing with takes supremacy over what faction they are a part of. Besides, all gamers can break contract and join a new faction at any time that they have the money or their contract runs out. Bad people create bad environments, but even a good unit and good people that is not in sync with your beliefs, playstyle or desire for your game experience can make a nightmare scenario.
If you want to fight just IS, Marik, Liao and Davion are your best choices. If you want to fight clan, Steiner, Raselhauge and Kurita are good. If you want to be a clanner, well, there you go. Investigate the people that are in that faction and go. You want a military environment, there's lots of units that try to emulate that. You want just a social environment, again, you're covered. Find a unit that plays in your timezone or is big enough to have players when you are on.
Always investigate every unit you consider and if you can get a few trial drops with them, to see what they are like, do so.
Oh, and definitely have TS and a mic. No two ways about it.

So I usually pug CW and I've got a fair bit of experience with most of the factions. Here are the most notable IMO:
* Clan Jade Falcon, easily the strongest loyalists in the game. They've got a fairly solid population in all time zones. If you want to win a lot of matches as Clan this is probably the place to go.
* Clan Wolf, the largest faction in the game. Population tends to fluctuate a lot because it's popular with mercs but they've got a fair number of loyalists as well. Unfortunately, their pugs are renown for being terrible. They've currently got a lot of new players for whatever reason as well. Not a bad place to go if you're just looking for quick matches and team mates who leave you a lot of damage to farm, but probably not great if you're still learning the ropes.
* The FRR, largest of the Inner Sphere factions. It's got a really active community TS that's easy to find groups. Unfortunately it's also full of mass invite glue chugger units. Lots of politics, posturing and generally being terrible at the game. Avoid groups from 1stH or -SO- and look for MJ12 or ISEN tags instead. Good if you want to jump on TS with people casually.
The other factions are pretty unremarkable. CSJ basically doesn't exist, CGB are underwhelming is every way, DC are okay in every way but nothing special, Marik are mediocore in everyway, Davions are full of obnoxious mouth breathers and Liao is pretty much just TCAF.
Things can change a fair bit as merc units switch factions but that's basically the lay of the land in terms of loyalists. Be aware that I'm Australian though so these observations are mainly between late night NA and EU prime time.

Also most DC units are pretty competent. NKVA and the Kentares 4 massacre gives them a bad rap
