I cant figure out how to get my Mad Dog (Owned mech) playable in faction matches, yet my Raven can be playable (owned mech)
How does that work?

You cannot mix Clan/IS mechs in drop decks. If you joined an IS faction, you can only take IS mechs. Same for Clan.

Sometime during the day or the day after, someone will come by with the complete list.
Rassalhague is an Inner Sphere faction.
Mad Dog is a mech limited to the Clan factions.
The Inner Sphere equivalent to a Mad Dog is the Catapult.

Correct, in the faction warfare, there are Inner Sphere factions warring with each other, and another set of factions called The Clans invading at the same time.
A couple of short vids with what is going on.
Inner Sphere.
The Clans.
Your Raven is an Inner Sphere mech. The Mad Dog is a Clan mech.
You can use any mech in regular play, but in faction warfare you can only use the mechs associated with your side.

An Inner Sphere (IS) faction specifically, yes. Basically at the point in the Battletech timeline depicted by MWO, the Clans (Jade Falcon, Wolf, Ghost Bear and Smoke Jaguar) are collectively invading the region of space known as the Inner Sphere (Davion, Steiner, Marik, Liao, Kurita and Rasalhague). Each faction block manufactures their own equipment, so Faction Warfare requires your drop deck to be "pure." Same kind of logic for why the US was not using, say, Panzer IVs in WWII. That was a tank model manufactured by the enemy, so they never had more than a few captured vehicles and did not have access to the factories making the ammunition and spare parts to supply them.
