I don't know when, but I thought they were confirmed a few months ago.. Or at least they said that.

If it was confirmed, Im sure there would have been a splash page already done up so that PGI could presale it.

It was confirmed by Russ, a few times i believe, on the Town Halls. it's going to be a hero TimberWolf. They are still working out how to implement Clan omnimech Heros in game. Once they have a solid plan for that you'll see the announcement. When is anyones guess, because Russ hasn't ever mentioned a time-frame.

I think a hero omni mech could have some or all pods fixed. It's a specific ("unique", sort of) hero, it doesn't have to be 100% customizable.

Can always buy a clan pack and get one from that, or the A La Crate is 35-55$ an ull get a hero type n 2 standards.
