Still Not Understanding Cw Awards

after a year of CW I am still not understanding the CW awards
notice the subtractions by the different house faction names

What part are you not getting?
Btw, every time you kill an opponent in CW, you lose a small # of loyalty points from their associated faction. Theoretically, it was to hamper people jumping from faction to faction constantly, but given the tiny penalty and the fact that people are often getting to whatever level/rank with a faction that they want before moving to the next one for free mechbays or a change of pace, it probably didn't serve as a deterrent at all.

see the minus sign next to steiner (-15) I never played for steiner so it make no sense to me

One of the players you killed was aligned with Steiner. Every time you kill an enemy mech in CW, you will see that subtraction of loyalty points from whatever faction the other player was aligned with. If you have never played for House Steiner, then you lose no loyalty points. It's as simple as that.
Looks like you took out 2 mechs for Marik, an FRR, and a Steiner. It's -15 for each enemy mech you kill from the faction for which they are aligned.
Make sense?
Here's another way to look at it:
I see you're aligned with Ghost Bear. If you were to switch factions and come over to an IS house, say FRR, for example. And you killed a mech aligned with Ghost Bear, you'd slowly start losing your loyalty points with Ghost Bear.
For each Ghost Bear mech you kill, you'd lose 15 of your loyalty points.

But I have never played for Steiner yet I see -15 for a Steiner Mech
So it looks like any kills I get from any IS faction I will have deductions is that right

serving with the faction previously won't have any bearing on this one. Any faction member you kill that you're not currently aligned with will cause that. Your previous rank won't deteriorate, but you will lose the LP with that faction, making it harder to rank back up if you switch units again.
More or less to help discourage constant and quick unit hopping
