The restriction ist 5 per day, but only while you are a recruite. After your first 25 matches you won't be a recruit anymore and can post as much as you want to. The limitation is for spam protection.
There is no real answer as to "which faction to join". They do not have any difference. Only to choose if clan or is does matter.
(Ok, the differences between e.g. Kurita and Marik are different players on your side and different borders to fight for. Marik e.g. cannot attack clans (only defend against them) and so on).

There is no "one post per day rule". Not sure where you got that idea from.
Hang out on the major faction's TS hubs, see how you get along with the people there. You should find the TS servers looking below, in the Community Warfare section of the forum. For example, housekurita.tserverhq.com

The restriction is 5 a day to prevent spam bots. Works quite well too. The restriction disappears after you've finished 25 matches in quick queue (finished the cadet bonus). That said, you can edit posts freely.
Faction for IS? Only matters in Community Warfare, and only where you will be able to fight on the map. Any IS can defend against any Clan and vice versa but mainly you will be defending against a Clan attack, and any IS faction can do that, so not really important.
