How is the critical chance applied on Clan Targeting computers? Each weapon fired has an extra crit chance? and what do the three levels of crit mean?(For MKI: 1 - 4.32%; 2-2.24%; 3-0.52%)

The different levels of TC stack from the first, so as you go to level 2, you add the modifiers from level and level 2. A word to the wise, level 1 TC is the most efficient.

Whenever you deal damage with a weapon to the Internal Structure of an opponent (after armor has been stripped) you can deal critical hits. You have X% to deal one crit, Y% to deal two crits, and Z% to deal three crits to their components. This means the Targeting computer has the greatest impact on increasing your chances to get just a single crit, and then reduced benefits to double and triple crits.

When a critical hit occurs, you will deal your weapon damage to the HP of a randomly selected component in that section of your opponent. Most components have 10 HP, but a couple have more or less. This means weapons which deal more damage (PPC, AC10 or AC20, and Gauss) are the best at destroying equipment.

You also deal a little bonus real damage with a critical hit to the Internal Structure of your opponent when you crit. I believe it is 15% of the damage dealt to a component. Since the LBX-10 and Machine guns have increased chances to crit with each pellet/bullet but deal less damage with each shot, you are actually much more effective at nuking down the exposed Internal structure with these weapons. They are known as "crit seekers" not because they take out equipment, but because they are great at finishing off wounded sections/components. The Machine guns become better at critting out equipment as you add in extra guns however.

The double and triple criticals just mean that you will deal extra damage to whatever component was selected, and then extra 15% damages to the Internal structure. It isn't multiplicative, they are additive as well.

Example A: You fire an AC-5 into the armorless Right Torso of an HBK-4H. You score a two critical hits and deal 10 damage (5 + 5 = 10) to the AC-10 located in the RT, destroying it. It also dealt 6.5 damage to the Internal structure (5 base + .75 + .75 = 6.5).

In general for the Targeting Computers, you really only need to load in the first level. You are getting the biggest boost in crit chance per Slot/Tonnage and you get a decent zoom +% and projectile velocity as well. The other computers just keep taking up more and more space and weight without providing that much of a bonus to make up for it.
