Hello Community,

This is one of my few posts on the official forum. I have however been quite into the game for the last year and especially it's Community Warfare mode.
I absolutely love Mechwarrior and I am not one of the "Ancients" of Battletech universe, but I'm getting there.

Obviously the lack of interest, as in "returns", for holding planets in CW is a bit underwhelming so far for everyone.

With the first announcements of CW Phase 3, I would like to post a recommendation to the community, PGI and Russ.
Please understand this is a recommendation open to comments but my personal feeling is that it does not induce any exploit, imbalance and actually gives more power to Loyalists and interest to Mercs.
Not knowing what the "Freelancers" will be about, I will leave them out of this.

Edit: Please note that I always use "+" for the values. This means that my proposal is to add these values ON TOP of the existing normal CBill rewards, to create more traction.

My proposal:

1- Every IS and Clan faction should have a Faction "Bank Account" which cannot be touched except from the following vote propositions (3 and 4), and which is fed by the following (2).

2- Every planet owned by a Faction should provide a stable daily C-Bill income to the Faction's Bank Account.
This amount could be discussed but my proposal would be something like: 5.000 CBills Per Planet Per Loyalist member.

For instance: if a faction has a 100 planets with 100 "Loyalist" tagged players, 50.000.000 CBills should be credited to this bank account on a daily basis.
(100 x 100 x 5 000)

3- This money can be used to "push" and control the hire of tagged Mercenary unit.

For instance: a vote system can provide the loyalists the option to use this money to add +100.000 CBills per victory per assisting Merc player in a Merc Unit for a certain duration.
This amount can be pushed up or down depending on the needs of course - and up to the existing capacity of said Bank account.

This would provide big factions an actual more realistic use of their financial power, an actual interest for Mercenaries to fight for one faction or the other - interest driven by Loyalist choices, and for smaller factions - provided they save some money - the potential to heavily outbid bigger factions in order to push back their borders and get some breathing room by hiring prominent Merc Units.

4- As an extension "Unit specific contracts" could be also put in place.
Loyalist can vote to specifically address a bonus contract to a specific Merc Unit which they want / need to fight for them.

This would increase the dynamics and actual politics / discussions between Merc units and Loyalist and provide a deeper approach to the game.
This would also allow the smaller faction to target which Units they want to get help from and propose them juicy deals. Hence the funds would be directed toward a targeted purpose, and not ANY Merc Unit coming to work for them.

For instance: X Faction needs the help of the renowned Y unit to push back their borders.
They are ready to give +300k cbills per victory per Merc in this Merc's unit over 1 month.

At the same time, they need all the help they can get, and propose +50k CBills per victory per Merc in any other Merc Unit - or not!


- Additional safeguard proposal -
The safeguard to prevent the big Factions from retaining the biggest units without limit could be the following:
Limit the maximum amount of time of such an increase / offer and prevent the possibility to put the same offer for a time as long as the past offer.
Meaning: if a faction gives its Mercs +300k CBills per victory per Merc in a Merc Unit for 1 month, they cannot offer the same amount after this period is over. They will have to offer less for the next month if they want to continue in retaining Merc Units in their payroll.


5- This banked money can be used in further stages of CW for other matters, such as Faction Dropship and Jumpship capability and so on. It can also be submitted to logistics routes…

6- Further application of this system could be that a % of these fees to the Mercs go to the Merc’s unit bank account, for futher use from the Merc Unit’s Management (dropship and jumpship capability or else).
This % would be left at the discretion of the Merc Unit’s Leadership, hence also increasing depth in which unit you want to work for as a Merc.

For instance: if a Merc unit is under contract for a Faction for 1 month, and this faction offers +200k per Merc per victory.
The “Unit Tax rate” lets assume is 10%.
The Faction would only pay an extra 200k total per Merc per Victory.
On the invidual side, the 10% will be substracted and added to the Unit’s bank account.
Effectively each individual would get 180.000 CBils and the unit 20.000 CBills

I do have a number of other proposals but I think that this could be a good start!

In my opinion it would really greatly add depth and interest in CW, without much imbalance or gamebreaking systems introduced.
This would allow actual interactions between Mercs and Loyalists, where the Loyalists decide what’s what and the Mercs decide what is in their best interest.

I hope the community will take this proposal in consideration.
I am open to any feedback as these are rather raw thoughts.

Why are people stuck on the meta game of CW when the actual game play drops are barely more interesting than standard mode skirmish?

You aren't going to develop play/re-play value by wasting all your resources continuing to build out a out of match stats fighting system while the CW numbers never build because the game play just doesn't have much holding power.

This is true, but besides gameplay concerns, which have to be playtested heavily to some extent, I felt this sort of proposal could bring some depth easily and quicker, also outside of the drop!
Imagine the political tractations, deals, pushes and backstabs that could occur outside of the game as well.

Hence adding "depth" to MWO overall; not just the "drop" part.

Which - dropping - in my opinion also needs some more depth, but hey, lets start somewhere easier and actually interesting to keep people involved til gameplay and modes are added.

Edit: And actually, this can be the base for a new mode, something like "attack the banking facility" where you can steal a portion of the taget Faction's banked money on specific planets.
Which would make the fight for key worlds even more important.
