I've been told by players that faction rank in CW award you with mechs. However, when I browse the faction loyalty tab and looked through the rewards for every single rank from 1-20, I do not see any that gives a mech.

I am dumbfounded.

"Mechs" have never been part of the Loyalty point system which Community/Faction Warfare uses. You can earn both mechbays and MC, which are useful in obtaining mechs. Either the players you spoke with don't really understand the reward system or you misunderstood what they told you.

The website info you found should match this post by Paul from PGI regarding CW loyalty, it contains a link to the loyalty point rewards PDF hosted by PGI. No rewards have been changed since Beta1 as far as I can remember.
