I'm looking for a mech which has it's laser harpoints on it's top torso like the TDR 9S but has quirks for ERLL's. The quirks for the TDR 9S is for PPC's which, although they are awesome at sniping, I find it quite difficult to shave off components with them and not to mention the skill required to use them since there is a delay before that beachball of a laser reaches your target.
Basically, I'm looking for:
1. Laser hard points on top torso like TDR 9S
2. ERLL quirks
3. Good survivability
4. Has to be medium - assault class.
5. Any suggestions for a good build for that mech.

Assuming you want to stick with IS mechs, the Blackjack is energy and ballistic heavy. The 1X has high torso hardpoints. The arm mounts are also high as well. The Hunchback 4P is an amazing laser boat. But remember most of the hard points are concentrated in the right torso.
In the Heavy category, some of the Jagermechs have high mounts, but are more ballistic favored than energy. Grasshoppers have a few high torso mounts as do Quickdraws, specifically the 5K. Catapult K2 has high energy mounts as well, but they are in the arms. The torso mounts are low.
In the assault category, King Crab has 2 right torso mounts that are both high mounts. The Stalker 4N also has high energy mounts, but they are in the arms.
Play around in Smurfy to try out your builds before sinking cash in them.

Lasers on top:
Banshe, Battlemaster, Grass, Blackjack, Shadowhawk, Sparky.
Some of them have energy range quirks.
Builds... 4xERLL, 3xLPL and variations of these.

Was also gona suggest Banshee, but it doesn't have ERLL quirks

This ^^^. The last quirk pass in Dec 2015 spread the quirks percentage out more from specific weapons to the general weapon sets while reducing the overall percentage.

For T-bolts, most of their percentages are in the 10-15% area for energy. If your primary consideration is for CW, T-bolts and battlemasters are still some of the preferred, with blackjacks now. The current tonnage settings should be fluctuating more often, per Russ's tweet (almost typed in censored word ) . The black knights and grasshoppers would be in a better position if their arms could be raised up from their crotch area. Talk about making an e-peen statement...
Also listed in previous posts will be the battlemaster, blackjack, banshee lines. Again though, look at the energy quirk percentages first.

The Quickdraw has high chest mounts and energy quirks.
