In my opinion, hardcore mode could do the following to make it hopefully not require too much changes to the core game/code:
1) Not consider Tiers for matchmaking, just Mech weight class to balance the teams (this should help speed it up since it would likely have a much smaller population)
2) Double damage, or halve armor, whichever is easier to code (this would make it 1:1 with BattleTech values)
3) No Ghost Heat (because hardcore players don't need it)
And really that is all, nothing else about the game would need to change to give a good hardcore experience! Though maybe they can give a token 25% XP and CBill gain for playing in Hardcore mode
