Personally, I really wish ammo explosions were more devastating, and ballistic weapons were much better. Higher risk, higher reward. And then maybe it would be worth bringing CASE, instead of just putting ammo in the legs.
Failing that, how about if mechs couldn't actually transport ammo from their legs to their arms via a series of magic tubes?

Might be tricky to balance. More powerful ballistics is helpful, for the guy carrying 1, a LOT more helpful for the guy carrying 6 (who good chance is an assault and has a LOT more armor to protect those rounds and is probably running a STD engine + CASE to survive the more devastating effects.
As for no ammo in arms or legs, I could be for that, but CASE would have to be a LOT more useful. It would need to prevent the side torso from being completely destroyed in a triggered ammo explosion (maybe something like 10 points or 10% of internals left intact minimal).
CASE should also be able to protect against Gauss Rifle explosions. Just like ammo explosions, side torsos reduced no farther than 10 or 10% and CASE should be able to be installed in arms to prevent a Gauss explosion from transferring to a side torso.
That would be nice.
