

Reasons:
-Cleans up the enormous lists of quirks we already have.
-Gives the player a better understanding of a mech's durability. "Additional Structure (CT): +23" doesn't mean a whole lot if you don't know how much structure the CT had in the first place
-Changes the way we think about durability buffs. Right now when yo see a bunch of structure quirks, you think "This is a mediocre mech that needed the help". By replacing quirks with buffs to baseline stats, you look at the mech's stats and think "Wow, this mech is tough!"
