That info is still valid, yes. That said, what they do not mention in that thread is that, if memory serves, not all IS mechs can mount a Command Console. I could be wrong, though.

In game TC tooltip seems to have different values about crit chances.... I must recheck then

Seems to be only Heavy chassis and up can have I.S. Command Consoles. (just a quick look though)

Only Heavy and Assault mechs with an open crit in the head can mount Command Console.

As a side note, Command Console is considered a core part of the mech, and cannot be added to omnimechs except as fixed equipment.
