Does the PPC velocity quirk actually work for ER PPCs?

Yes. All PPC quirks work for ERPPCs as well (confirmed by Russ)
ERPPC quirks on the other hand only work for ERPPCs and NOT for PPCs.
Modules do not work this way and you would need the correct module for PPC or ERPPC.
