I just had a match where the 32bit client on 64bit win 7 dx9 crashed during match build up when i tabbed out to mute youtube.
i restarted the game, rejoined, the match ended withing a minute after joining with me doing 260 damage - after that match (in which i was in, which i finished), i get the wait penalty.

works as intended (crash, rejoin, finish, penalty) ?
is there any "orderly exit vs crash" heuristics taking place ?

It seems to me that you have done nothing wrong, if you can get back into the map and make a meaningful difference.. Seems this happened to me also, (accidently clicked the switch to turn off my wifi on my laptop), and was able to exit the game, get a signal back, restart the game and rejoin - fight.. and no penalty was assessed to me.. could just be how the server interpreted what happened, I guess -- but I didn't get a penalty.

If you take longer than 3 minutes to reconnect you get the penalty.
