See that big concrete divider separating the roadways? People got on the highway to get out of the city, and got stuck there with nowhere to go and just left the cars in place. It's likely that some people did get out on the other side, but once stuck in that snarl, those cars were staying put for the duration.
That's why you get a vehicle capable of off-road operation boys and girls.
