With all the regularly updated indie games on Steam I'm going to say no, they don't charge.
The man reason Microsoft charge so much for patches is because they have to vet every update and make sure it isn't malicious / destructive / against ToS. Steam is much more open, which is pretty obvious now with the amount of terrible games on it.
