OK guess I need a real example to how this would work and cut the confusion.

8 LL mech with a 300 rated engine fires of an alpha of all 8 LL (heat spike be damned). Now only the first 3 LL begin to charge. The remaining 5 cannot be charged as the 300 engine can only charge max of 3 LL at once. As soon as the first three are charged, the next 3 begin to charge leaving 2 LL unpowered. The pilot can try and fire another alpha but at this point only 3 LL are ready with 3 charging and 2 in standby to charge.
