In order to have players have supperb perks, transform those free perks (smoothing them down % chassis+ % add ons) into modules - players will have to chose what to fit on a mech.
Battletech miniatures must be rolling over their tiny graves with the way MWO is currently running - Inner Sphere tech is now behaving as clan tech, vastly superior in range, laser duration, heat management...
Anyone getting to know this universe through this game is geting the "wrong" idea and that is what they will remember.
Isnt machmaker taking in account player tier/tonnage/cbill values ?

As for "quirks" (something MWO does have), it serves a good purpose. It might need to be altered from time to time for balance, but it adds performance to mechs left behind by power creep (or that weren't ideal to begin with).

Dude, PGI is reducing general energy range quarks on 72 IS mechs even though only 5 or so were problematic when it came to using the ERLL.
Not to mention the Blackjack is going to have it's structure quarks cut in half.
Oh lets not forget that MASC is getting a big buff, the TC is also getting a buff but to what degree we do not know.
Also, MW has always been based around a FPS SIM of sorts so having it play out like in TT and lore would be a horrible idea as no one other than hard core roll players would play IS because in lore and TT a single Timber could wipe out a lance of IS mechs and making it A-semetrical warfare would be a bad idea in a FPS game where you only get 1 life as this would only push people away from IS because it's so much easier playing Clan. And if you remember in lore and TT the Clans almost always rolled IS so this would be terrible for a FPS game.
It could work if this was say an RTS, but its not.

Any TT match has tonnage/Cbill value caps
TT tought players that IS have firepower in numbers

And that's my opinion.

Balanced with IS in overall performance, yes (or at least the overall goal).
Super OP Clan tech vs IS doesn't work in a pure multiplayer game like this. It's fine in a single player campaign where everyone just mounts Clan equip or runs Clan mechs. It's fine when playing with your friends in TT when you know their skill levels and what they are bringing so you can adjust numbers or add other game restrictions to give everyone a chance, but in a multiplayer game where each side or person is some random skill level and some unknown background all things need to be equal.
It's the nature of the beast.

I care, above all, for balanced and fun gameplay. Lore can sit firmly in the backseat or be left behind for all I care. It's a nice wrapping, but i has no place in balance.
And if it were unclear: Heavy asymmetrical balance (as Coralld puts it) has no place in a fps. It would spell a fast demise for MWO when only four players make up the entire IS.

FYI, they are nerfing IS mechs on Tuesday, and buffing Clan mechs.

What are you smoking? Clan tech is still way better than IS tech. The only Clan weapon that kinda sucks is the C-ERLL, all others are great for the most part. True basic Clan ACs could use a buff to projectile velocity but that's about it as their Ultras are amazing.
Also it's not so much that Clan tech is weaker than IS it's just that a number of Clan mechs are not optimal and in my opinion should have quirks to help them out.
Oh, I just remembered, the Clans are having negative quirks removed as well.

Perhaps a deeper review of the CW system that allows Faction leaders, and faction leaders would have 2 or 3 plannets to chose for all faction members to strike, on the attack period - then units that have been massing cbills could spend billions in order to upgrade their drop deck tonnage/cbill value from the max of 200 tons, spending more or less depending on IS/clan tech, still being capped on a cbill mech value top.
Can a stormcrow (11.000) with propper clan tech outmach a kingcrab (stock 10.000 cbill)?
If you keep a team cap, will it not balance itself ?

Simulate a IS lance worth = or more then the Timberwolf 15 billion cbills
What would happen in MWO with:
[ingame cbill stock values]
Centurion CN9 AH (3.753.086)
Blackjack BJ 1 (3.385.436)
Grasshopper GHR 5H (5.911.055)
Panther PNT 8Z (2.255.413)
VS
Timberwolf - pick any
