I know that the Executioner and the Shadow Cat have MASC on them, but are they other mechs that do? Specifically, any IS mechs? I can't seem to find any in the store.

I do not think you can buy and IS Mech with MASC,
as far as I know the Wolverine is the only IS Mech with a MASC variant, and only 1 model which was given out in October as part of the loyalty rewards, if you do not have it I do not think you can get it yet.
announced Mechs with a MASC variant are the Kodiak which is a Clan Battlemech, to be released in May will have its Hero variant will have MASC and the Phoenix Hawk, Inner Sphere 45 ton Medium Mech not on sale yet, due for release in June and should apparently go on sale for preorder tomorrow will from what Russ (head of PGI the developer) said in last weeks Town Hall meeting will have at least 1 MASC variant

The Wolverine WVR-7D(L) is currently the only IS mech that can mount MASC. I believe it was given away as part of the 2015 loyalty program and is not currently available in the store. I do not think anyone found them to be particularly interesting/useful -- sort of similar to the SHD-2H.
A quick scan of the Smurfy mech lab is the best way to find this type of information.
