Thought occured.
We have Mechs with ECM hardpoints, but only one IS mech that can mount MASC. And it's a terrible chassis, whose only (Dubious) saving grace is that hardpoint.
So, why not allow it on mechs that are otherwise inferior choices?
Highlanders too slow? Awesome Engine caps too small? Your Victor not agile enough? The Vindicator still have absolutely nothing compared to a Blackjack? Panther wants to keep up with the rest of the lights? Quickdraws not nearly as quick as they could be?
Probably won't completely make the mechs in question fixed, but it gives them a use where they would otherwise have none.

One of the Phoenix hawk mechs that will be going on pre-order this week might have masc. There is a fairly prominent variant with it within the eligible timeline.

Well, we still have the CTF-3L that was in the game files when the Cataphract was introduced, basically a 1X with MASC. There is also another timeline valid Wolverine with much better hardpoints (2E in the arm, 1E in the torso, 1E in the had, and at least one missile in the torso), not sure why the 7D got added over the 7M.
