As a new player returning to the game, I'm wondering how in Faction Play you que with your friends, do you have to start que at roughly the same time? Is there a special option? Me and my fellow pilot are both in the same faction, Ghost bears, and we are having issues joining a lobby together, care to assist?

You start a group, and invite them in, then jump into faction play
You can also do it individually if you know the planet you're all queuing on, but that's more risky, since if it's a heavy traffic planet, you might end up being put in two separate matches.

Safest way to do it is grouping up.

Go to your Social menu (the people icon at the bottom right, where you can see your friends list ... etc.

from there at the bottom you'll have 3 options. One of them is create group (Private lobby has NOTHING to do with quick play, or Faction Warfare, it's for private matches, independent of anything else in the game.)

After selecting "Create Group", select the "COMMUNITY WARFARE GROUP" option, and hop into CW with your group of friends, once you have invited them to join you.

Some additional words:
The group leader has to select a planet to let you click ready. You will need to select the planet by clicking on "attack" or "defend" on your wished planet.
After everyone has pressed "ready" take care NOT to press the "Launch" button in your group screen! This button will bring you into the normal groupplays (quickplay). To enter CW with your CW group you have to click the "launch" button on the planet window where you have selected "attack" or "defend"!

to form a group you and the friends all have to have a contract with the same faction.

if you and your friend are from different factions but are all Clan or all IS you can all select a Clan v IS planet and try to sync drop.

There is a faction group queue if you all belong to the same faction. Doesn't have to be the same merc unit but needs to be same faction. Last I tried months ago it allowed lone wolves (no faction) players to join via the fraction group. It may still work.
