I clicked this thread because I wanted to know what TC meant.
I am much informed now. Thank you.

So I just ground up a set of Stormcrows this past weekend with a non-functional targeting computer and didn't know it. Oh well. They are mastered now. Moving on.

From what I understand, they botched the multipliers by forgetting the 1 before the decimal.

So instead of going from 1.00 to, say, 1.03 by adding the TC, you go to .03 instead.

An honest mistake, probably just a brainfart by whoever waws responsible for QA, but I think those of us that have always run TCs will be very comfortably surprised when they start working .....

I don't run this TC7 for crit chance anyway, but because my Gauss becomes the finger of Zeus.

Will be nice when it's fixed, though.

Is this confirmed? I have heard a bunch of rumors but seen nothing from PGI.

I haven´t seen anything official, also only rumors, but this does sound like a logical cause....
