Item Counts In Inventory

Are the items counts listed the inventory a total of what is owned, or a total of what is not currently being used on any owned mech?

Total of the UNMOUNTED units. So, if it says, say, 12 medium lasers, that means you have 12 medium lasers not currently in use that you can mount on a mech or sell.
